9. Exile Tibetan Administration to Preserve Its Institutional Memory

The functioning of the Tibetan administration and the Tibetans' exile experience is a critically important chapter in the history of Tibet, Kalon Tripa Professor Samdhong Rinpoche said yesterday. Kalon Tripa was speaking at a meeting of the members of the Kashag and the secretaries and concerned staff of all the departments of the Central Tibetan Administration (CTA). The meeting was also attended by the secretaries of the Supreme Justice Commission and the Assembly of the Tibetan People's Deputies and those of the autonomous bodies like the Public Service, Audit and Election Commissions. Kalon Tripa said that it was important to leave a comprehensive record of our exile experience, especially that of the activities of the CTA, for prosterity. For this purpose, the Kashag has set up a special unit under the Kashag Secretariat to compile an exhaustive account of the establishment of the CTA and the history of the origins and development of all the departments under it. Kalon Tripa said it was important to keep alive the memory of our exile experience and have this passed down to future generations of Tibetans. The special unit that will compile the institutional memory of the CTA will focus on the objectives for the establishment of each department and the activities they have engaged in the fulfilment of those objectives. The meeting was also briefed on how to go about this by Mr. Kesang Phuntsok, the head of the special unit for the documentation of the institutional memory of the CTA. He requested that each department search and collate those documents that have lasting historical value and have these transferred to the unit. Once all the relevant archival documents are collected, the unit will establish a board of researchers that will write an overall account of the history of the CTA since 1959. All those who attended the meeting were unanimous in their support for the project and offered useful suggestions on the implementation in this first ever attempt to gather together into an integrated whole the scattered departmental memory tucked away in some dusty storeroom of Gangchen Kyishong.
