Parliament to meet before Special Meeting

DHARAMSHALA, May 23: The 15th Tibetan Parliament-in-Exile is scheduled to meet for its 4th session in September, days before the earlier announced Special Meeting of the Tibetans in Dharamshala.

The unicameral parliament will convene for nine days from September 14 -22 in a new assembly hall. The parliamentary secretariat building is currently undergoing a major renovation.

The highest legislative organ of the Central Tibetan Administration meets twice every year to enact laws, frame rules and regulations and issue policy decisions and to control and oversee the finances including the expenditure of the Central Tibetan Administration.

In its September sitting, the house is expected to take up issues primarily related to the functioning of the departments of the CTA, the ongoing emergency situation inside Tibet, and the upcoming Special Meeting.

The second Special Meeting of Tibetans will be held from September 25-28 and will hold extensive discussions and brainstorming on campaign ideas and plans for activities by exile Tibetans in light of the critical situation inside Tibet.

Delegates at the four-day meeting will also deliberate on ways to garner support for the ongoing crisis in Tibet from the international community, India and South East Asian countries.

“The meeting is aimed to bring in suggestions regarding the exile movement in support and solidarity with the plight of the people inside Tibet,” Kalon Tripa Dr Lobsang Sangay had told reporters earlier.

Around 500 people are expected to participate in the meeting.

This is the second Special Meeting of the Tibetans in exile. The first Special Meeting was held in 2008 to discuss the future course of action following the lack of any signs of progress in the dialogue process with China and the worsening situation inside Tibet after the widespread anti-China protests earlier that year.
