China's latest white paper betrays more repression in offing, writes CTA Information Sec./ENG

DHARAMSHALA, July 26: The latest Chinese white paper titled “China’s National Defense in the New Era” described by many as a threat, repetition and highly contradictory, betrays more repression in offing, according to Tsewang Gyalpo Arya, the Information Secretary of the Central Tibetan Administration (CTA) and a researcher.

The 27,000-word paper published on Wednesday seeks to justify the need for China to build a fortified national defence and a strong military.

The article, written in response and attributed as personal opinion, reads, “The white paper has many things about peace, cooperation and development to justify the activity of the Chinese military and the role of the People Liberation Army (PLA). Along with this, it has issued a stern warning to Taiwan and noted Tibet and Uighur as a national security risk. Hong Kong has been left out deliberately, the tacit immediate target.”

He observed that the statement in the paper “it [China] will never seek hegemony, expansion, and sphere of influence” will not be taken at its face value by the international community and China observers given the history of factual and historical distortions in the past white papers issued on Tibet.

The response points out China’s continuing occupation of Tibet and the entrapment of dozen countries in its Belt and Road Initiative (BRI) debt as a stark contradiction to its claim that it is not seeking hegemony.

The article also repudiated the claim in the paper “No matter how it might develop, China will never threaten any other country or seek any sphere of influence,” for conflicting the reality of Chinese interference in Nepal to keep the Tibetans leashed, and monitored.

He cited the recent deportation of a Tibetan-American with a similar name with the former Speaker [Penpa Tsering] of Tibetan Parliament in exile by Nepal immigration as a demonstration of the extent of Chinese dictatorial authority in the civil administration of Nepal.

China’s recent warning to India that it should stand by the dictates of communist China about the reincarnation of the 15th Dalai Lama was cited as an example of threat.

Arya observed that the timing of the paper betrays China’s plan to use military and its PLA army in containing civil unrest, saying Hong Kong should be wary of it.

“The immediate target of the white paper is Hong Kong and Taiwan, and China is indirectly seeking international approbation to the military action about to happen in the regions.”

In conclusion, he said it is a clear message from China to notify the international community that very soon its military and PLA would be in the Hong Kong streets, and later in Taiwan.

This is the 10th comprehensive white paper since the Chinese government released its first defence white paper in 1998.
