DHARAMSHALA, April 3: The new minister in the incumbent President Dr. Lobsang Sangay led cabinet was formally sworn into office on Tuesday here at exile Tibetan government’s seat in Gangchen Kyishong. Dr. Pema Yangchen took the oath of office from the Chief Justice Commissioner Kargyu Dhondup earlier today.

The lone female minister of Central Tibetan Administration said that she is indebted to Tibetan leader His Holiness the Dalai Lama and the Tibetan Children’s Village where she had grown up and received her education. “I feel joy, and a sense of responsibility to serve the office. As a woman who was brought up as a destitute, I feel my appointment will serve as an inspiration to many,” she told the media.

Yangchen who is assigned the education portfolio has extensive background in the education field and has first hand understanding of the exile Tibetan education system. Her 2011 graduate college dissertation titled ‘Teacher Learning in a Tibetan School in Exile: A Community of Practice Perspective’ was honoured with ‘Outstanding Doctoral Dissertation Award’ by University of Northern Iowa.

She will helm the vacant post of the education minister, considered a crucial position, previously held by the current North America representative Ngodup Tsering.

The Doctor of Education (Ed. D) from University of Northern Iowa, is an alumnus of Tibetan Children’s village, Delhi University, Madras University and has previously served in various educational capacities in the Tibetan community intermittently from 1993 to 2016.

Last month, President Sangay filed the nomination of the career-educationist Dr. Pema Yangchen from Canada in the Tibetan parliament. She received the majority of 26 votes in her favour, in the house floor test. There were also 15 votes against her nomination and 3 abstentions.
