PEN International calls replacement of Tibetan language with Mandarin 'absurd' By Tenzin Monlam/ENG

DHARAMSHALA, May 5: The PEN International today expressed its shock and condemnation over China’s decision to use Mandarin Chinese to teach Tibetan Language in schools in Tibet.

Carles Torner, Executive Director of PEN International and President of organization Jennifer Clement were speaking to the media at a press conference at Chonor House earlier today. The comments from the world literary body comes in the wake of a report published by the Tibetan Centre for Human Rights & Democracy on systematic replacement of Tibetan language by Mandarin.

“It shows how the level of absurdity has reached in the schools in Tibet where Tibetan language is taught through Mandarin. It is unthinkable how a native Tibetan has to learn its own language through another language. The only explanation is a systematic policy of replacing Tibetan language,” said Carles Torner.

The heads of the literary organization with nearly 100 years of advocating freedom of expression said that they give such cases utmost importance. They also vowed to bring the issue to the United Nations and to the Human Rights Council.

Carles informed that a report on the ‘curtailment of linguistic rights in Tibet’ has already been prepared and shared with PEN International’s Translation and Linguistic Rights Committee by Budda Kyab, Coordinator of Translation and Linguistic Rights Committee for PEN Tibet. He also acknowledged the report being well rounded, which would allow them to use it in future campaigns.

Speaking on one of its main objectives of translating PEN Tibet’s report on ‘Imprisoned Tibetan Writers’, Carles said, “For us it is a scandal. Writers are imprisoned because of his or her writing and we have around 900 such cases. We are campaigning for all including the 22 Tibetan writers highlighted in the report.”

Jennifer Clement, who is the first woman president of the organization, said that the visit to Dharamshala and meeting with His Holiness the Dalai Lama, members of PEN Tibet and various other Tibetan civil society organizations has been very enriching experience.

“I would leave here with an understanding of the importance of Tibetan language not only to the Tibetans but to the universal knowledge of the world and history, which is only retained in Tibetan language.”

Founded in 1921, PEN International spans over 100 countries with 149 centers around the world and Tibetan Writers Abroad PEN Centre was established in 1999 in Dharamshala with 68 members mostly based in India.
