DHARAMSHALA, Oct. 13: The President of the exile Tibetan government (Central Tibetan Administration) Dr. Lobsang Sangay today said that the role of the Chinese liaison officers is of “paramount importance” and that realizing the peaceful solution for the Tibetan struggle through the ‘Middle Way Approach’ hinges on the Chinese masses understanding of the same when official diplomatic relations are stalled at the moment.

President Sangay said that before entering politics, he had been involved rigorously in creating a channel between Tibetans and Chinese intellectuals as well as masses. He said that the communication with Chinese people is a bottleneck through which the Tibetan struggle can gain significant momentum.

The fifth edition of the Chinese liaison officers meeting kicked off here today with 47 participants that have come from 20 different countries including the United States, countries from Europe, Australia, New Zealand and Taiwan. The five day meet will lay forum for discussions on the revitalization of the liaison officers as well as give a workshop on how better to communicate and deal with Chinese expats and masses from the mainland by speakers such as Professor Ming Xia, professor of Political Science at City University of New York (CUNY).

Department of Information and International Relations Secretary (IR) Sonam Norbu Dagpo said that the efforts made by CTA in the Chinese language related discourses is aimed at reaching out to the Chinese people who are in many ways still uninformed about Tibetan struggle.

While responding to queries, the Tibetan President said that while it is essential of any liaison officers or any Chinese speaking Tibetan to reach out to Chinese intellectuals as well as the masses, extreme caution must also be observed while dealing with officials and staffers of the Chinese government who have been known to manipulate or even recruit Tibetans for their agendas.

“I have been informed that some Chinese officials claim that they have Tibetans in exile on their payroll, even giving out names of those Tibetans,” Dr. Sangay said while adding that Beijing have also clandestinely stepped up on reaching out to members of Tibetans community associations in exile offering favors and payouts for information as well as espionage assignments. Earlier in February, a Tibetan man was arrested by Swedish police who said that he was spying on the Tibetan community there on the behalf of China.
