DHARAMSHALA, September 28: The 16th Parliament’s fourth session concluded here today with Speaker Khenpo Sonam Tenphel expressing hopes of renewing talks with China to resolve the longstanding Tibet issue.

“It is very difficult for the Chinese government to avoid the Tibet issue for long due to factors such as spirit of Tibetan inside Tibet and the dedication of Tibetans in exile under His Holiness and the exile administration. Moreover, concerns shown by the international community will compel China to address the issue,” said the Speaker in his concluding speech at the Parliament in Gangchen Kyishong.

The Speaker mentioned Chinese Foreign Minister Wang Yi’s recent address at the UN calling for the US and North Korea to resolve the nuclear issue through dialogue. Seeing it as a sign of change in China’s stand towards dialogue to resolve an issue he said that China should consider resolving the Tibet issue through Middle Way Approach.

In addition, he urged the administration (Kashag) to seize the opportunity to resolve the issue.

He also lauded the active participation of the parliamentarians during the 4th session following nine days of discussions over the workings of the seven departments of the CTA, especially discussion over preservation of Tibetan language.

Expressing concerns over the deterioration of Tibetan language in both exile and inside Tibet, he said, “In Tibet there are many Tibetans who don’t know the language. In exile, lack of environment to extensive use our language hinders the development. However, it is imperative that we must preserve our language in such situation.”

With much discussion over the need of observing Tibetan Women’s Day, which coincides with Tibetan Women’s Uprising Day, the Speaker urged the administration to discuss the matter to avoid any further discussion in the future sessions.

The session’s biggest talking point was the walk out of some parliamentarians following MP Tenpa Yarphel’s remark over Gaden Phodrang “felicitating a corrupt individual”. The statement was later withdrawn after Lobsang Jinpa, Secretary to His Holiness confirmed that he attended the function on personal capacity, where MP Dawa Tsering was awarded the ‘Songtsen Award’.
