DHARAMSHALA, April 13: In a first initiative of its kind, the Central Tibetan Administration launched the Tibet Corps, a public-private project that offers Tibetan professionals and university students an opportunity to serve the exile community through a voluntary service programme.

Speaking to reporters at the launch of the initiative on Thursday in Dharamshala, Kaydor Aukatsang, director of Tibet Corps said the project seeks to “reduce barriers to voluntary service, to harness and mobilise available talent and link them back to the needs of the community.”

“Tibet Corps seek to inspire Tibetans to become directly engaged in tangible work to build and strengthen the Tibetan community, its institutions, and the Central Tibetan Administration, to surmount barriers and gaps in space and resources, building on their own collective strength to support Tibet and Tibetans,” Aukatsang said.

According to the Tibet Corps website, there are currently 21 “opportunities” available to serve the CTA under its various departments ranging from agriculture and education to media and animation.

“Tibet Corps service opportunities arise out of a clear need expressed by a host institute,” Aukatsang said. “The project will focus initially on servicing CTA and its various departments. The second phase of the project will expand to include a small number of select Tibetan NGOs.”

According to their website, Tibet Corps participants or Dhang-shab-pas (renderers of service) will be drawn from a large and diverse pool of working and retired professionals and university students.

With a clearly defined role and finite term, a Dhang-shab-pa in most cases will be required to work in close partnership with one or more staff.

“The dhang-shab-pas do not supplant the role and work of existing staff, but instead fill a clearly defined and needed role,” Aukatsang said. “Dhang-shab-pas will support and strengthen the capacities of existing staff and infrastructure.”

Speaking at the launch of Tibet Corps, the Chairman of Public Service Commission, Jamphel Choesang acknowledged the “far-reaching” potential of Tibet Corps in rendering professional expertise to the Tibetan administration.

“It’s a novel initiative as it links, for the first time, the vibrant source of Tibetan professionals with service opportunities within the community,” Choesang said.

Speaking to Phayul, a Tibetan media professional said that this new initiative could provide a “great platform for reverse brain drain.”

“Being able to serve your own government in your field of interest without necessarily being hired as a permanent staff, opens up wide opportunities to Tibetan professionals,” Jigme said. “This could be a great platform for a reverse brain drain.”
