DHARAMSHALA, April 27: The US Commission on International Religious Freedom (USCIRF), in its latest report, noted a deteriorating ‘conditions for freedom of religion and related human rights’ in Tibet under the leadership of Chinese President Xi Jinping. The report finds China merits designation in 2017 as a ‘country of particular concern’ under its International Religious Freedom Act.

Highlighting the demolition of Larung Gar, world’s largest Buddhist center, crackdown on churches and growing suppression of Uighur Muslims in Xinjiang, the report said, “Authorities target anyone considered a threat to the state, including religious believers, human rights lawyers, and other members of civil society.”

“The destruction at Larung Gar exemplifies Beijing’s desire to eviscerate the teachings and study of Tibetan Buddhism that are integral to the faith,” the report said adding how China has manufactured laws to discredit the Dalai Lama’s prerogative in choosing his successor and also pointing out Beijing’s answerability in the case of enforced disappearance of 11th Panchen Lama.

Similarly, the report also concluded that there is a worsening ‘state of affairs for international religious freedom’ in the world. USCIRF Chair, Thomas Reese, SJ, said, “Religious freedom should not suffer under the guise of seeking to ensure national security.”

According to Matteo Mecacci, President of the International Campaign for Tibet, the report provides a ‘stark reminder of the hardline policies China has implemented in Tibet’.

“The repression continues unabated to this day. The Trump Administration should not only endorse the recommendations of the USCIRF, but should put the respect of religious freedom at the center of its bilateral relations with China,” he said.

The report of the bipartisan commission monitoring the universal right to freedom of religion has also presented 10 suggestions related to the current situation in whole of China. Pertaining to Tibet, the commission urged diplomatic missions and foreign delegations to advocate human rights and also encourage visit to areas that are ‘deeply impacted’ by repressive government policy on freedom of religion.

The commission also recommended the US government to press China to release prisoners of conscience unconditionally and also to treat prisoners humanely, allowing them access to family, human rights monitors, adequate medical care, and lawyers and the ability to practice their faith.
