DHARAMSHALA, August 23: Tibetan nurses working all over India in different hospitals will now be able to register themselves under the Indian Nursing Council.

According to a letter from the Indian Ministry of Health and Family Welfare, the government of India has approved the registration of Tibetan nurses, working allover India, under the Indian Nursing Council (INC).

In the letter addressed to the Delhi-based Bureau of His Holiness the Dalai Lama, CK Mishra, Secretary of Ministry of Health and Family Welfare, assures that Tibetan nurses who have graduated from recognized institutions under Indian Nursing Council will be able to get themselves registered.

“I would like to inform that Indian Nursing Council deliberated on the issue and approved the registration of Tibetan nurses who have acquired nursing qualification from Indian Nursing Council recognized institutions,” said the letter, which is a response to the request, BDL/REP/00/2016/(965), placed by the bureau on March 3, 2016, regarding Tibetan nurses in Uttrakand facing trouble to register.

Palzom, a nurse at Mahant Indiresh Hospital in Dehradun, said that she is not aware of Tibetan nurses working in Uttarakhand having faced any such problem. “It might be a case of nurses not having all the required documents. Otherwise there is no such problem here,” she added.

“I have recently applied with Uttrakhand Nursing Council for registration since I have relocated from Delhi. Moreover, my Delhi Nursing Council (DNC) registration was due to expire in 2017. During the process I did not face any problem and was only asked to complete the procedure of getting the NOC from DNC,” she said.

In year 2013, the INC had barred Tibetan nurses from practicing in India after categorizing Tibetans as ‘foreigners’. A circular from INC read, “nurses of Nepali, Bangladeshi, Bhutanese nationality and Tibetan refugees will not be registered to practice in India and that they have to practice in their own country.”

However, the INC later revoked it in 2014 after Tibetan exile government’s meeting with officials of the Indian external affairs ministry, health ministry and the Indian Nursing Council. It was decided that Tibetan nurses would be registered after verifying their birth certificate.
