DHARAMSHALA, October 13: The 2015 annual report of the bipartisan Congressional-Executive Commission on China (CECC) has marked the year 2015 as “another punishing year for human rights in China”. The report exposes a disturbing deterioration in human rights and rule of law conditions in China and debunks all the claims of human rights and religious freedom in China.

Chris Smith, Chairman US Representative and Marco Rubio, CoChairman US Senator issued the report on October 8 citing 10 issues which need action in a letter to the US President and the Congress.

“As the findings of this report make clear, human rights and rule of law have suffered a devastating blow since President Xi Jinping came to power. By nearly every possible measure, China today is more repressive and more brutal—this is true for the disappeared human rights lawyer, the imprisoned Christian house church pastor, and the silenced Tibetan songwriter,” said Senator Rubio.

Alleging Xi’s administration of presiding over an extraordinary assault on the rule of law and civil society using repressive and retrograde policies, Chris Smith said that the US leadership on human rights is needed now more than ever.

The Commission also mentioned in the letter that it is a continuation of a disturbing trend since 2013.

The report noted the deteriorating conditions in ethnic minority areas, from increased violence in the Xinjiang Uyghur Autonomous Region to harsher security measures and efforts to control Tibetan Buddhism in the Tibet Autonomous Region (TAR).

With 143 self immolations since 2009, the Commission observed no sign of Chinese interest in resuming the long-stalled dialogue with the Dalai Lama’s representatives, which was endorsed by President Obama during Xi’s recent state visit to the US.

The report also recommended Obama Administration to urge the Chinese government to allow the free flow of information regarding incidents of violence in ethnic minority regions.

The report highlighted the harassments foreign journalists face with excessive surveillance and restrictions on the free flow of news and information. The stringent control of Internet and social media by the Chinese authorities have been underlined as well.

Many Tibetans were arrested for allegedly writing and sharing pictures and messages of Tibetan issues through WeChat, a popular China-based messaging application. Moreover, during the recent celebration of the 50th anniversary of the so-called TAR, foreign journalists were properly instructed not to publish any anti-establishment reports.

Congressional-Executive Commission on China (CECC) was created by Congress in 2000 to monitor and report on human rights and the development of the rule of law in China and to provide bipartisan recommendations to address these issues within US-China relations.
