DHARAMSHALA, April 14: Following the unprecedented security measures taken against Tibetans in New Delhi, late March, coinciding with Chinese President Hu Jintao’s visit, the Delhi High Court has granted permission for a petition to be filed, ensuring that such incidents are not repeated in the future.

The petition request was made by lawyers from the Human Rights Law Network, a collective of lawyers and social activists dedicated to the use of the legal system to advance human rights.

“Soon a comprehensive petition will be presented before Hon’ble Court seeking remedies against re-occurrence of such violations in future,” HRLN said in a release.

Tibetans in the Indian capital were randomly rounded up from around the city and Tibetan residential areas were kept under lock down for the entire duration of President Hu’s stay in India.

Under these “preventive measures,” many non-Tibetans were also detained.

“During the recent visit of Chinese President to New Delhi for BRICS Summit on 29.03.12, Delhi Police unleashed panic and caused harassment of Tibetans and Indians from North East India, who resembled Tibetans and subjected several people to unwarranted interrogations,” HRLN said in the relase. “Around 200 Tibetans were sent behind the bars on mere suspicion.”

Lawyers from HRLN were denied access to the detained Tibetans by the police who refused to share any information about the charges.

“On 29.03.12, Acting Chief Justice Arjun Sikri of Hon’ble Delhi High Court was informed about such indiscriminate action of police by way of oral mentioning in the open Court and Counsel for Delhi Police was immediately called to answer the complaint,” the release noted.

Commenting on the development, Sethu Das, President of Friends of Tibet thanked HRLN for taking the issue to a “very logical conclusion.”

"We thank entire team of lawyers for taking this issue to a very logical conclusion. This unique court order will also have a lasting impact on all political activities in future by the exile community members."
