DHARAMSHALA, Aug. 27: In what is seen as yet another claim by the Chinese government asserting authority over the reincarnation of Buddhist lamas, a regional official of the Chinese People's Political Consultative Conference of the Tibet Autonomous Regional Committee in occupied Tibet on Friday said that the reincarnation is not only a religious matter or the personal right of the reincarnate lama.

Suolang Renzeng (Sonam Rinzin), a deputy chief of the Chinese People's Political Consultative Conference Tibet Autonomous Regional Committee, said at the training session held in Lhasa that the reincarnation system is "never a religious-only issue or a living Buddha's personal right" but an important representation of the Communist Party of China's strategies and policies in the region.

Chinese government mouth piece Global Times reported that close to 100 Tibetan Buddhist monks attended a training session on reincarnation for a living Buddha, which included government regulation on management of the reincarnation system, the history and rituals for the reincarnation of the living Buddha.

The training session was attended by the Chinese government appointed Panchen Lama Gyaltsen Norbu, widely regarded as the “fake Panchen” by the Tibetans and a leading figure in China’s drive to institutionalize Buddhism in occupied Tibet.

China's State Administration for Religious Affairs on August 3, 2007 issued order that all the reincarnations of tulkus of Tibetan Buddhism must get government approval without which they would be deemed ‘illegal or invalid’. It also states that the selection process cannot be influenced by any group or individual from outside the country and the temple, which apply for reincarnation of tulkus, must be ‘legally-registered’ with the Chinese government.

The move prompted outcry from Tibetans and observers worldwide that rubbished the communist government’s intervention into a strictly religious issue. The exile Tibetans pointed out that the move is part of Beijing’s designs to claim authority over the reincarnation of the aging Tibetan Buddhist leader His Holiness the Dalai Lama, seen as the foremost living religious figure in Tibetan Buddhism.

Both the Dalai Lama and the exile Tibetan government rubbished the claim. The octogenarian Tibetan leader who foresaw the scenario, in March this year reiterated his stand on the matter. “In future, in case you see two Dalai Lamas come, one from here, in free country, one chosen by Chinese, then nobody will trust, nobody will respect (the one chosen by China). So that’s an additional problem for the Chinese! It’s possible, it can happen,” he said.
