DHARAMSHALA: The 19th Human Rights Dialogue between the United States and China was held at Washington DC on 13 August to discuss the human rights situations in both countries.

At a press briefing following the dialogue on 14 August, Mr. Tom Malinoski, Assistant Secretary, Bureau of Democracy, Human Rights and Labor, stated among other things, that the US urged China to reduce tensions in Tibetan areas during the dialogue.

He said: “We suggested that China could reduce tensions in Tibetan areas by renewing dialogue with the Dalai Lama or his representatives and by respecting the religious practices of Tibetan Buddhists, like their ability to select reincarnate lamas or to handle the deceased with proper rituals. We also urged greater access to Tibetan areas by diplomats and journalists on the basis of reciprocity.”

During the question answer session that followed the briefing, a reporter from the Press Trust of India enquired about the assessment of human rights situation inside Tibet. The Assistant Secretary replied that that the US sees tremendous problems in Tibet, and that they were able to discuss some of them but not all of them at the dialogue.

He further urged everyone to look at the recently released US Human Rights Report, which gives a full assessment of the wide range of problems in Tibet.

The dialogue was attended by dozens of senior officials from a number of government bureaus, including law enforcement departments.

US Secretary of State John Kerry and Chinese ambassador to the US Cui Tiankai also attended the event and made remarks at the opening ceremony on Thursday.
