India takes a U-turn on Dolkun Isa's visa/ENG

DHARAMSHALA, April 25: The Indian government, which earlier issued Visa to Germany-based Uyghur leader Dolkun Isa, alleged by China as being responsible for terror attacks in Xinjiang, has made a U-turn by revoking his visa.

Dokun Isa, the General Secretary of WUC expressed his disappointment at the Indian government which cancelled his visa to attend the annual Interethnic Interfaith Leadership Conference to be held in Dharamshala from April 30 to May 1.

Owing to China’s strong protest, India on Monday confirmed the cancellation of his visa citing Interpol's red corner notice against Dokun who was part of the delegation to meet the Tibetan spiritual leader the Dalai Lama.

The World Uyghur Congress (WUC) and its leaders, who are accused by Chinese government of supporting terrorism activities in Xinjiang region, are set to visit Dharamshala after New Delhi sanctioned the meeting. The delegation includes Vice President Omer Kanat and President of Uyghur American Association IIshat Hassan.

Beijing expressed its displeasure over India’s approval of Dolkun Isa’s visa on April 22. The Chinese Foreign Ministry Spokesperson Hua Chunying said, “What I want to point out is that Dolkun is a terrorist in red notice of the Interpol and Chinese police. Bringing him to justice is due obligation of relevant countries.”

Dokun said today that it was not the first time that he had faced difficulties in his international travels to advocate Uyghur rights. He also rejected ‘any comparison or association’ with Pakistani militant leader, Mazood Azhar. “I recognize and understand the difficult position that the Indian government found itself in, and regret that my trip has generated such unwarranted controversy,” he said in a statement.

In 2009, India denied the President of WUC Rebiya Kadeer visa, reportedly to avoid angering China.

Experts earlier pointed to the move by India to allow WUC members to travel to India as being a reaction to that of China’s vetoed stand to block India’s bid to list Maulana Masood Azhar, chief of terror outfit of Jaish-e-Mohammad (JeM) on the United Nations list of illicit terrorists.

WUC is an international organization representing exiled Uyghurs leading a nonviolent and peaceful movement that opposes what it considers to be the Chinese occupation of East Turkestan. Like the Tibetan Youth Congress, China considers WUC and its affiliated groups as terrorist organizations with motives to separate China.
