Statement on behalf of Helsinki Foundation for Human Rights by Mr. Ngawang CHOEPHEL

Mr. President,

We wish to once again alert the Council about the human rights crisis faced by the Tibetan people whose political, civil, economic, social and cultural rights continue to be violated with impunity. After the 2009 assurance by People’s Republic of China (PRC), the High Commissioner Human Rights is yet to make an official visit while Beijing is also not responding positively to the 12 outstanding requests for visits by Special Procedures.

Mr. President,

Since the 23rd session of the Council, the following alarming developments have taken place in Tibet:

On 29 August, it was reported that Shawo Tashi, a Tibetan singer has been secretly sentenced to five years in prison following his arbitrary detention in November 2012 in Dowa Township in Rebkong (Ch: Tongren) County in Malho (Ch: Huangnan) Tibetan Autonomous Prefecture, Qinghai Province. [1]

On 16 August Xinhua reported a court had sentenced to death, a Tibetan man, 32-year old Dolma Kyab (Chinese transliteration: Drolma Gya), on the charge of « killing his wife and burning her body » to make it look as if she had self-immolated. [2]

On 13 August, Chinese armed police beat and teargassed hundreds of Tibetans protesting against illegal diamond mining activities in Gedrong area in Dzatoe (Ch: Zaduo) County in Yushu Tibetan Autonomous Prefecture, Qinghai Province. [3]

Mr. President,

A Tibetan monastery with over 300 years of history has been shut down indefinitely on 30 July, after Chinese authorities attempted to impose its own choice of reincarnation of the Ninth Ronpo Choeje, the head lama of Shak Rongpo Gaden Dhargyeling monastery in Nagchu (Ch: Naqu) Prefecture in Tibet Autonomous Region (TAR). [4]

On 6 July, China’s People’s Armed Police (PAP) beat and fired teargas and used live ammunition on hundreds of Tibetans who gathered near sacred mountain in Tawu to celebrate the 78th birthday of the Dalai Lama. At least 14 known Tibetans were injured in the firing and others were detained. [5]

Mr. President,

The whereabouts and well-being of Tibetan monk Jigme Guri [6] detained in 20 August 2011 remains unknown while Ghen Kunchok Nyima, a Buddhist scholar and teacher at Drepung Monastery has been missing since April 2008. [7]

On 5 September, a BBC journalist reported from Lhasa observing that, with the large military presence and heavy security, "there is no doubting that Tibet is under Chinese control". Han Chinese are said to outnumber Tibetans in Lhasa eight to one, whilst Tibetans are "effectively trapped in the region" with virtually no freedom of movement. [8]

In conclusion, Mr. President, we urge the Chinese authorities to receive the High Commissioner for Human Rights without further delay and to ratify the ICCPR.
