October 3, 2012 -The United Nations for a Free Tibet (UNFFT), along with Tibetans and Tibet campaigners calls on Chinese Leaders to highlight the issues of Tibet during the handover of CCP Leadership (Communist Chinese Party) scheduled to take place on November 3, 2012, and to acknowledge four generations of policy failures and seek a just solution to the occupation of Tibet.

Tibet is again on the center stage of human rights abuse as international governments and nation-State Leaders around the world express public concern about the deteriorating environment in Tibet. Six decades of China's failed Tibet policies have contributed to a society in which Tibetans human rights are routinely and grossly abused and where Tibetans are marginalized politically, socially and economically in their own country. Public protest has taken a tragic turn with more than 50 individuals choosing to self-immolate as a form of resistance against China's rule, usually with fatal consequences. The most recent protest took place on September 29.

 Meanwhile, the cycle of protests followed by harsh military crackdown that typified past periods of unrest, is changing. China is discovering that a display of force is unable to prevent mass gatherings of Tibetans, whether they are praying for those who have self-immolated or engaging in more confrontational acts of protest.

 The international response has been inadequate. What is needed now is significant, coordinated, multi-lateral, international pressure to impress upon China the necessity of addressing Tibetan's legitimate grievances. The time for China to address this is now, during the handover of the CCP to a new Leadership. If China fails to act during this time, it will ultimately suffer global shame and humiliation. The UNFFT, therefore, joins with all peace-loving nations and people of the world to call on China's Leaders to highlight the grievances of Tibetans:
 1. China should announce a firm and meaningful commitment to cooperate with setting up a Contact Group on Tibet with other governments.

2. New approaches to Tibet are critical as past strategies, including bilateral human rights dialogues and promises made to the world by China to improve human rights, have failed to deliver long-term benefit for the Tibetan people. Human rights dialogues with China are in limbo as China's cooperation has significantly deteriorated, with China denying any human rights violations and opening and publicly threatening "consequences" for any government or nation State Leader who dares to press China on human rights violations in Tibet.

 3. Unlike other initiatives that require China's cooperation (fact-finding missions, bilateral dialogues and so on), a high-level, multi-lateral Contact Group on Tibet can and will be established even without China's agreement. This visible Contact Group will give governments leverage over China on Tibet that does not currently exist, and would have the potential to increase the effectiveness of diplomatic action on Tibet. Additionally, the multi-lateral composition of such a Group would provide participating governments some measure of protection from China's undoubted punitive reaction.
